Open Source, Free Software, Open Code Programmes are all terms now familiar, sometimes overused.
Being “Open” means embracing the philosophy of sharing and exchanging with the community: I take something I need, modify it, build a business on it, and give it back to the community, enriched by my contribution. There are risks in this model, but also great opportunities: no proprietary-model company has hundreds of thousands of developers worldwide.
Regione Toscana, with regional law 26 January 2004 no. 1, has chosen to promote, support and preferentially use solutions based on programmes with open source code. In February 2008, with the protocol for the promotion of “Free and Open Source Software” — signed together with the Province of Pisa, the University of Pisa and Polo Tecnologico of Navacchio — the birth of a Competence Centre is sanctioned, so that it can become the reference point on Free and Open Source Software for the entire regional community.
The Centre’s objectives are: spreading FLOSS use in PA and stimulating and strengthening the local ICT business fabric to invest in FLOSS, to support the choice of the Tuscan PA. To this end, it proposes the establishment of a catalogue, in which applications developed by companies can be listed. The catalogue will contain qualitative and quantitative information (no. of installations, no. of contributors, platforms used, eToscana compliance, etc.).
The Network established by the Open Source companies of Polo Tecnologico puts itself forward as the first nucleus contributing to the catalogue’s creation.
This initiative has the dual purpose of informing the Tuscan Public Administration that ready-made Open Source applications exist to meet the needs of public bodies, and of presenting to companies the opportunity to participate in the catalogue’s construction.
