The project
VALKYRIES — Harmonization and Pre-Standardization of Equipment, Training and Tactical Coordinated procedures for First Aid Vehicles deployment on European multi-victim Disasters — is an innovation project funded by the European Commission’s Horizon 2020 programme (Grant Agreement 101020676), running from October 2021 to September 2023, with a total budget of EUR 6.9 million (EU contribution: EUR 6 million) and a consortium of 19 partners from 8 European countries, coordinated by Indra Sistemas (Spain).
The project’s goal is to increase the European Union’s resilience and effectiveness in responding to cross-border multi-victim disasters, through:
- Harmonisation of equipment, training and operational procedures across European emergency services
- Development of the SIGRUN platform for advanced communications and tactical coordination
- Pre-standardisation and certification of first-aid procedures
- Testing across 4 use-case scenarios that are cross-border and cross-sectoral, with degraded communications infrastructure
The project falls under topic SU-DRS03 (Pre-normative research and demonstration for improved protection of citizens in crisis situations) within the H2020-EU.3.7.5 axis — Increase Europe’s resilience to crises and disasters.

noze’s role
noze took part in the project as a technical consultant on behalf of the Scuola Superiore Sant’Anna, contributing its expertise in data management plan preparation and web application development:
1. Wizard Checklist — Web Application
Design and development of a React Single Page Application (SPA) with responsive interfaces, dedicated to verifying an operational-procedure checklist in wizard mode. The application was designed to work offline as well, thanks to locally installed Open Source dependencies. Activity carried out from June to September 2022.
2. Wizard Data Management Plan — Web Application
Design and development of a second React SPA for collecting Data Management Plan information, also in wizard mode with responsive interfaces. Activity carried out from July to September 2023.
3. Supporting activities
- Hosting and deployment of the project website on noze infrastructure
- Support in drafting project Deliverables
- Support for licence selection and repository creation for code release
- Build and deployment of the web applications on the project web space
Technologies and approach
React for the Single Page Applications with responsive interfaces and wizard-mode navigation. Pure front-end architecture with no backend (no data collection, no database), designed for offline use. Project website hosted on noze infrastructure.
